The Djuanda Declaration, 13 December 1957, stated that Indonesia is an Archipelagic State. It is stipulated that the body of water surrounding, within and connecting the islands of Republic of Indonesia is inseparable part of the Republic of Indonesia territory as one united country. The concept of archipelagic state is recognized in the United Nation Convention on The Law of the Sea (UNCLOS) on December 10th 1982 and ratified with Republic of Indonesia Act Number 17, in the year1985.This recognition presents a broad responsibility in order to manage, secure and sustainably utilized the Republic of Indonesia’s territory and all of its resources. It requires great maritime capability, supported by developed human resources, large amount of financial resources and modern technology.

There are four underlying and important reasons for the establishment of Ministry of Marine Affairs and Fisheries:
  • Indonesia, with 17.508 islands and 81.000 Kilometers of shoreline, is the biggest archipelagic state with immense marine natural resources which have not been optimally and sustainably utilized.
  • Several decades ago, Indonesian development program focused more on land in which land-based natural resources are largely depleted or dangerously exhausted. That is why marine natural resources are important to be the capital for the future development plan.
  • Indonesian population growth, coupled with the growing consciousness of how fisheries products can significantly contribute to human health and intelligent, ensure that marine and fisheries sector would play an increasingly important role in the future.
  • Coastal and marine region are very dynamic, with immense natural resources and great amount of problems which arises during the extraction activities. These problems should be address immediately and decisively for the sake of sustainable and responsible utilization of coastal and marine natural resources.
The Ministry of Marine Affairs and Fisheries mission, functions, organizational structures and its position in the cabinet are determined by Presidential Decree No.165 in the year 2000 issued in 23 November 2000. The role of the Indonesian Navy (Indonesian: Tentara Nasional Indonesia Angkatan Laut, TNI–AL) is to patrol of Indonesia's immense coastline, to ensure safeguard the territorial waters and Exclusive Economic Zone (EEZ), to protect Indonesia's maritime strategic interests, to protect the islands surrounded Indonesia and to defend against seaborne threats. The TNI AL is the largest navy in the region of South East Asia. It currently aims to become the most technologically advanced navy in the region.

All commissioned ships of the TNI-AL have the prefix KRI (in Indonesian, Kapal Perang Republik Indonesia), which means Republic of Indonesia warship. The Indonesian Navy at the moment has about 74,000 active personnel and more than 150 naval warships including attack submarines.

The Indonesian Navy was formed on August 22, 1945. It was formed as the Agency of the People’s Security Sea Service (Badan Keamanan Rakyat-Laut). Later on October 5, 1945, BKR Laut became known as Angkatan Laut Republik Indonesia (ALRI). This was later changed to Tentara Nasional Indonesia Angkatan Laut (TNI-AL) in the 1970s.

Total personnel of the Indonesian Navy was estimated at 74,000 in 2008.[citation needed] The Indonesian Navy purchased a number of ships of the Parchim, Frosch and Kondor Class from the former East German Navy in the 1990s. Navy vessels include KRI Cobra and others. In 2006, Indonesian Navy purchased 2 sets of Yakhont missiles and 20 BMP-3F amphibious light tanks with option of 100 more BMP-3 from Russia. Indonesia also plans to buy landing craft from Russia.

The Indonesian Navy is modernizing its fleet. New corvettes ordered from Netherlands are being added. The Navy also plans to induct 60 patrol vessels within a decade to maintain adequate force level while replacing obsolete ships in service. The navy comprises the following:
  • Headquarters Staff (HQ, Jakarta) under the overall command of the Navy Chief of Staff,
  • Two Fleet Commands :
  1. Eastern Fleet Command, in Surabaya, conterminous with Army's KODAM V and KODAMs VII through IX and Air Force's Operation Command II.
  2. Western Fleet Command, in Jakarta, conterminous with Army's KODAMs I through IV and VI and Air Force's Operation Command I.

Indonesian Navy Special Forces

Regional Center of Standardization of Legal Metrology Yogyakarta requires professional candidates, energetic and dynamic to fill the positions as follows:

Cleaning Service (3 positions)
Requirements:
  • Male / Female Maximum age 35 years.
  • Willing to work shifts.
  • Experienced in the field.
  • Understanding the use of tools specifically cleaning service (chemical, tools).

Driver (1 position)
Requirements:
  • Male maximum 40 years.
  • Have a minimum of SIM A.
  • At least high school education or equivalent.
  • Experienced in the field.
  • Preferred former personal driver.
  • Have an understanding and knowledge of cars, especially automotive.
  • Mastering the Java route.

Security guard (7 positions)
Requirements:
  • Male / female max 35 years.
  • Height 165 cm in men and women 160 cm, with a weight proportional.
  • Not wearing glasses.
  • At least high school education or equivalent.
  • Having a security guard certificate minimum level of education Gada Pratama.
  • Master the martial arts.

  9. Work experience is an added value.
