Indonesia Infrastructure Guarantee Fund (IIGF) Job Vacancies

The increasing demand for infrastructure development to support Indonesia’s economic growth has led the Indonesian government to provide a better a better framework to attract private investment and participation of a measurable scale in infrastructure projects. To fulfill this demand, the Government of Indonesia (GOI) has established a new State Owned Enterprise (SOE), the Indonesia Infrastructure Guarantee Fund (IIGF), as a single window for appraising, structuring, and providing guarantees for Public-Private Partnership (PPP) infrastructure projects.

As an enterprise 100%-owned by the GOI, IIGF is designed to be a credible guarantee provider. This will be ensured through a robust governance structure minimizing any risk of political interference, very high standards of transparency and disclosure, total ring-fencing of the IIGF’s assets, and a mechanism to ensure full operational independence of the IIGF.

IIGF has been developed with assistance from The World Bank (WB), building on relevant international experiences involving the use of government guarantees to leverage private financing of infrastructure. Once fully operationalized, the IIGF will be able to attract other parties (in addition to the WB and other Multilateral Development Agencies) to partner in providing capital support and expanding guarantee coverage. WB is providing technical assistance in the development of the appraisal procedures, corporate governance and other critical functions of the IIGF. In addition, a sizable AAA-rated WB Guarantee Facility is being established as part of IIGF guarantee operations.

Objective
Government recognizes that private sector considers Public-Private Partnerships (PPPs) in Indonesia as risky investments—therefore, IIGF has been established to:
  • Improve creditworthiness and quality of PPPs on infrastructure projects by establishing clear appraisal and claim framework for guarantees
  • Improve the governance of implementation on guarantee provisions
  • Facilitate deal flow for Contracting Agencies (i.e., Ministries, SOEs, Regional Governments) by providing guarantees to well-structured PPPs
  • Protect Government contingent liability vis-à-vis guarantees
  • Improve the governance and implementation of guarantee provisions

VP HUMAN RESOURCES
Responsibilities in the following Human Resources Functional areas:
  • Company Rules, HR Policy Development and Documentation,
  • Recruiting and Staffing, Organizational Development,
  • Performance Management and Improvement Systems; Compensation and benefits administration,
  • Employment and Compliance to Regulatory concerns and reporting (Industrial/Employee Relation & Government Relations in the area of Industrial/ Employee Relations),
  • Employee Orientation, Development, and Training.
Requirements:
  1. At least 7-10 year(s) of working experience in the HR field in reputable institution,
  2. Bachelor's Degree/Master's Degree, Law, Human Resource Management, Psychology, Business Studies/Administration/Management or equivalent,
  3. Required skill(s): HR Activity, HR Duties, General HR Functions, Employee Relations, Employee Benefits and Compensation, Employee Recruitment & Development,
  4. Preferably Managers specializing in Human Resources or equivalent.
